HOPWA is a statewide program funded through HUD. Qualifying participants must be HIV+ and be classified as having very low income. • The purpose of this program is providing independent living to persons with HIV/AIDS so that they may maintain stability in their lives and to open doors of opportunity for persons with special needs through a system promoting supportive and educational charitable programs.
