Shelter Plus Care is a statewide program funded through HUD. Qualifying participants must be HIV+, have a secondary disability, have met HUD’s definition of homelessness, and be classified as having very low income. • The purpose of this program is to provide independent living housing to persons who otherwise might not be able to access it without supportive services.
